(Or indeed Queen of Scotland, if the Scottish greatest monarch was female).
To be specific about this I am refering to the period between 843AD and 1567AD (between King Kenneth I and King James VI), the period when Scotland had one monarch separate from the English monarchy.
Answer:Robert I ("The Bruce"), who freed Scotland from the tyranny imposed by the English occupation under Edward I and Edward II.
His great victory against Edward II's army at Bannockburn in 1314, directly lead to the Declaration of Arbroath (1320) which confirmed Scotland's nationhood and it's independence until the act of union in 1707.
Edit: Artimorty - please get your facts right. The birth place of Robert the Bruce is disputed. Some historians say he was born at Turnberry Castle in Ayrshire, others say Lochmaben in Dumfriesshire and a few say Writtle in Essex. The question, however asks "Who was the greatest historic King of Scotland", and no matter where he was born, the fact that he was King of Scotland cannot be disputed.
Also you are wrong about William Wallace. He is known to have been born either in Elderslie in Renfrewshire or Ellerslie in Ayrshire. So there can be no dispute over the fact that he was Scottish.

Answer:Orkney is great for historic sites, being an island you may not want the hassle of getting there though. It does have the world famous Skara Brae on it.
This organization owns a lot of the old houses/castles in Scotland which are good to visit.

Answer:there are so many, literally thousands ... there's cathedrals, castles, battle sites, country houses, etc etc ... and there's museums showing the history of places and events

Answer:I suppose you can focus on the building of infrastructure like roads that might destroy historical sites. In Ireland we have huge problems with that. You might be able to extend that a bit.
Government funding / private sponsorship for preservation - inadequate?
Local community help - historical societies and how they like to help to preserve historical monuments. Focus on one specific example would really strech out the thesis.
Of course, if all else fails, you can talk about hooliganism and why they like to graffiti on historical monuments and what the police response is to save the artifacts.
